CFISD launches research-backed instructional technology framework to balance screen time, classroom learning

Cypress-Fairbanks ISD announced the launch of its new instructional framework, “Technology’s Presence & Purpose in Instruction.” Distributed to district families Oct. 1, the standards establish clear, districtwide expectations for digital device usage, prioritizing teacher-led instruction, hands-on learning and parent choice.

Developed by the CFISD curriculum and instruction department, the framework is informed by research from the American Academy of Pediatrics, the National Association for the Education of Young Children, the American Academy of Child & Adolescent Psychiatry and the U.S. Department of Education.

“In CFISD, technology is designed to be a powerful resource to enhance learning—never a replacement for our dedicated, high-quality educators,” said Dr. Tonya Goree, chief academic officer. “Our community values both innovation and balance. This framework ensures that when technology is used, it is purposeful, secure and driven by student achievement, while keeping parents firmly in the driver’s seat.”

Seven Core Commitments of the Framework

  • Technology as a Resource; Not a Replacement: Digital tools serve as support resources and will never act as the sole source of content delivery. Outside of credit recovery, digital tools will not assign grades or instructional materials without teacher review and oversight.
  • Emphasis on Active, Offline Learning: Hands-on, student-centered instruction takes priority over screen time. Digital tool usage focuses on active creation and collaboration rather than passive consumption.
  • Prohibition of Passive Screen Time: Unfocused screen time during the instructional day is prohibited. Devices will not be used during non-instructional moments, such as recess or free-choice times.
  • Parent-Guided Control: Elementary families may choose to keep district-issued 1:1 devices at school. Incoming updates will allow all CFISD parents to restrict after-hours internet access or opt out of technology use entirely (with limited exceptions for required state assessments, specific electives or IEP/504 accommodations).
  • Strict Daily Limits on Digital Interventions: Adaptive intervention software for state-required accelerated instruction is capped at a maximum of 20 minutes per day for elementary students and 30 minutes per day for secondary students. Teacher-led intervention remains the primary driver of student support.
  • Enhanced Safety & Privacy: CFISD’s technology team maintains robust content filtering, cybersecurity protocols, classroom management tools and data privacy safeguards across all district-issued devices.
  • Annual Impact Audits: All instructional software will undergo an annual evaluation to measure its direct impact on academic progress and learning targets, ensuring fiscal responsibility and instructional effectiveness.
